Legal Question in Employment Law in California

Can a area/regional manager who has several locations in the same city and county tell some employees they can work overtime before their shift and others can only work after their shift? These are union employees too.

Unless there is a governing provision in the union contract, the manager is free to schedule work however best satisfies the labor needs of the company.
