death benefits

My father passed away 2 weeks ago. He worked for the state of california (corrections) for 26 years and was living on his retirement. The state is now saying that my mother is not entitled to his benefits because my father did not put it in writing. He always believed she would receive these when he died and stated this often (even to me). How can she obtain these ?

If he didn't follow the rules, she probably won't. Get a local attorney to check what actually happened, and advise her on available options.
