If you have not received the pay to which you're entitled, make a beeline to the state labor commissioner's office. If they're withholding taxes but not paying them to appropriate agencies, contact the Franchise Tax Board and the IRS. By the way, you might be entitled to receive statutory penalties because you weren't paid fully. Good luck!

There is no longer any "labor commissioner's office" in California. The state labor commission was done away with. You have to file your claim with the Dept. of Industrial Relations, Bureau of Labor Standards Enforcement. I believe you can submit a claim directly on their website, but if I'm wrong about that, you will find contact information there.
