Can my employer put my holiday pay hours worked under Overtime hours?

NO - they are two different things with different laws - the employer MUST call a spade a spade to do so is a violation of state law to designate one type of pay another - to really get the meat of California employment law - go to the Department of Labor Standards Enfrocement website - or DLSA - there is a booklet regarding you rights as a employer and employee. IT virtually tells you everything you need to hear.
