Entire store suspended for inventory shortage

My daughter is an honest, long term employee for a company that sells fruit smoothies and apparantly there was an inventory shortage discovered at her store. She was notified that all employees at the store would be suspended several days and required to pay a penalty to recoup the loss based on seniority. She is most senior. Is this legal? What recourse do the employees have?

Suspension on suspicion? Fine. Repayment? Not fine, unless the employee is proved to have stolen. Everyone else can file a claim with the Labor Commissioner.

She can oppose having to pay, but she may not be able to work there.
