Failure to Pay back pay for vacation and time worked.

I want to know what my legal options are in regards to my employer withholding paying me for vacation time that was to have been paid to me. Also do I have legal recourse for a harrassment claim as the regional manager keeps telling me that another person is the cause of the problem. But refuses to take care of it.

You may file a claim with the California Labor Commissioner or small claims court (if under $5,000), for vaction pay that is due you. You may also hire an attorney, but most likely the attorney will charge you for the time invested. These are not typically handled on a contingency basis. Harassment may be illegal if motivated by illegal reasons, i.e. age, race, sex, religion, handicap, among others. Personality conflicts are not regarded as illegal harassment.
