Legal Question in Employment Law in California

my husband works for small water treatment plant. The Supervisors have purchased goats to handle the grass, the problem is the goats are not neutered and are very agressive, he has already been cornered several times and cut his finger trying to restrain the animals, along with other typical goat behavior. he has asked when they will be and keeps being blown off. He has not recieved any training on handling the animals and i mocked when he expresses his problems with the animals. There is no human resources to resolve the problem. Also his boss bought an air horn and sounded it very close to his ear, then laughed about it. What do we do that wouldnt result in him loosing his job????

He could contact Cal OSHA and make an anonymous complaint about the employer creating an unsafe work environment. It is illegal for an employer to fire an employee who makes a good faith complaint to Cal OSHA.
