Can previous employer dislose I was fired?

It is legal or ethical for a previous employer to disclose that a past employee had been terminated/fired. This is a reason why a previous would-be employer elected not to extend an offer of employment. I'm concerned that if my previous employer continues this practice, it may be hindering my efforts to move forward.

An employer can tell the truth. If questioned by prospective employer, he is not at risk for doing so.
