Can a prospective employer bring you on to the job and train you but have you sign a statement that you acknowledge this is only training and there is no pay attached to the training time?

Yes. Under the unpaid internship laws as long as you agree, you can be brought in for a certain number of hours unpaid, before they have to start paying you.
