I have a release from my Dr. after being on partial and full time disability. Does my employer have to let me come back to work?

Yes, under the California Fair Employment and Housing Act, which prohibits discrimination against employees with disabilities or a medical condition, your employer must reinstate you upon return from disability to the same or similar position, unless there is an independent reason to not take you back (such as a lay-off in the company, etc...)
