Can my x-employer appeal against employee after 18 months ?

The time for an appeal is 20 days unless the appealing party can show good cause for why the appeal was late. Typically, a hearing will be scheduled to determine whether there was good cause for the late appeal.

Mr. Kirschbaum is correct, however, the EDD can independently review and investigate an eligibilty determination at any time and reverse it if they find fraud or misrepresentation.
