Legal Question in Employment Law in California

i was in a youth program that gave out stipen checks we was told they can pay however they want since this was not a payroll check. I would not get paid if my time card was late or they would take money out of my check for something like chewing gum is that legal. They was paying me while i was attending school and in order to get paid i was to turn in a time card for the class time. Also they refuse to give me any copies of the documents I sign stating that it was property of the county in which I live. Is all of this legal to pay, not pay, deduct pay because they are stipens
