Legal Question in Landlord & Tenant Law in California

Falling Down Stairs

A little over two weeks ago I fell down the stairs of the condo my husband and I are renting. There is a hand rail going 2/3rd of the way up from the bottom. I fell from the second step from the top on my way down. I hit the back of my head, my upper back and lower back. My doctor sent me to the ER and I was told I had a minor concussion and was given instructions and medication because I would be sore for a while. I suggested to my lanlord that a hand rail be put in and informed her that I personally had fallen and had a concussion. Her response was that a handrail would look ''ugly,'' that she had never had a problem with the stairs before, and that she did not know if she was ''legally responsible'' for that. Is she responsible?

I have a 5 month old and luckily I fell when I was taking my baby's stuff downstairs and not my baby. I'm really concerned about my family's safety. Is there anything I can/should do?
