Apartment Repairs

I have lived in the same apt. for over 15 yrs. I pay my rent on time & am reasonably quiet. I have rarely had any major repair issues. The big issue I have is the bathroom shower in the master bedroom. It is leaking into the apt below me which happens to be the residence of the building mgr. I have been forbidden to use the shower until repairs have been completed.This started on 8-26-06. Since then there was a maintenance person who did some ''patch work'' to my shower which did not work.3 companies were called in to do estimates and one was chosen.The company chosen is the one the property has an account with. My rent has been reduced the last 3 months by $35 (rent is $1265 per month)which is supposed to cover my inconvenience. There is another bathroom in the apartment but my rental agreement states 2 bedroom, 2 bathroom. It becomes a larger problem when I have guest(s). Several appointments have been made by the mgr with the plumbing company & there have been numerous reasons why these were cancelled, always at the last minute. My questions: Can the mgr & landlord drag this on indefinitely? Do I have any legal recourse? Are they required to fix the shower? What is a reasonable amt of time to wait for a repair such as this? Thx
