Legal Question in Landlord & Tenant Law in California

My father invited one of his homeless friends to stay with us for a couple weeks as she has some medical problems and at the time had two kittens. Let me say that my father is not the actual homeowner (my Grandfather owns the house, but my Dad has been living here, paying rent since 1987). My father is the only person with keys, and also pays all of the bills) This homeless friend started to stay in the spare bedroom. This homeless friend does not pay or help pay for any bills or rent, and buys food with her financial aid for herself. Two months after she got here my father gave her a two week notice, verbally when he got into an argument with her son that she had staying with her for a few days (without prior permission). After he gave her the verbal two-week notice, it has now been another two months and she still has not moved out, or has made any attempt to move. He told her that she has another two weeks, and this friend complains that she has nowhere to go, and can not live on the streets again. She refuses to stay with her parents due to her drug use, and will not stay in a shelter or sober living home because of her two cats. What actions can my father take to get her out? I'm not sure if she would be considered a lodger or a tenant at this point. He has asked her to move and stay in the living room so he can make repairs to the room she is in now.

At this point I would recommend you give her a 30 day notice to vacate and then go through the eviction process.
