Legal Question in Landlord & Tenant Law in California

My landlord has provided me with only key for my single apartment, which says DO NOT DUPLICATE, and has refused to give me another copy. Though I am the only person who lives in the apartment, I would like to have a copy for a relative when I am out of town, or for my cleaning lady. Is my landlord allowed to limit me to one key? I found a San Francisco ordinance which says that landlord's can deny duplicates only for good cause, but I live in Los Angeles. Should the ordinance apply?

No city ordinance applies outside the city limits.
