Is it required by law that a subtenant has to sign a lease in los angeles county.

I do not believe that such a law exists, but I do not practice in L.A. County. You may want to call, or visit, the County Law library, and I am sure they will help you. In general, all leases should be in writing. A verbal one is legal, but much more difficult to prove, if and when problems arise. My advice would be to get it in writing, whether you are tenant, or subtenant.
