Is moving my parents into our home (a rental) considered a "sublet", considering that they pay nothing?

No, but it may be a breach of the residency terms of your lease. Most leases list who is permitted to live in the premises under the lease, and other than temporary guests, moving other people in is a breach.

Their presence, whether they are paying or not, can be a breach of the rental agreement if the agreement restricts who can live in the unit.
