once an owner has refunded the security and cleaning deposits, can theycome back to me and demand that i pay for anything else

Yes, the deposit is only security for the payment of whatever you owe. The landlord only has 21 days to return a deposit. If the landlord has to meet that deadline before discovering all the damage or cleaing or whatever a tenant is responsible for, he doesn't lose the right to hold the tenant responsible.

Yes, if they are legitimate charges under the lease, a landlord has four years to collect them.
