Legal Question in Landlord & Tenant Law in California

This question concerns our H.O.A. and a tenant living with one of the owners. I am the president of our Home Owners Association consisting of 5 units. The neighbor downstairs shares her condo with a tenant who rents her one bedroom and she sleeps in the living room. They argue constantly over him not paying his rent. Now this tenant has a homeless friend visiting him and sleeping on the floor of his one bedroom. I asked who he was and was told he was a friend down on his luck who would be visiting a few days. I mentioned he had already been here 10 days and the tenant said he would be staying up to a month. The visiter is using a temporarily vacant owners parking space for his vehicle, washing his clothes in our laundry facility and has a dog with a major flea problem. What rights do the president and other owners have in this situation? Everyone, with the exception of the neighbor down stairs, is upset and uncomfortable with this "visiter".

This would all be governed by your CC&R's and any related rules properly issued under the CC&R's, unless it is a violation of local housing regulations, which I doubt it is. You can probably have the car towed from the dedicated parking space.
