On site premises manager

Does the law require an on site manager for apartment buildings having 14 units or more? Can you provide me with the code and/or statute, please?

Define ''on site''. The manager of our complex has full-time employment off site and is rarely home, reachable only by cell phone and often does not supervise workmen when in our units.

What are the duties and responsibilities of an on-site manager.

Re: On site premises manager

State law requires a manager or other caretaker reside on the premises of any apartment complex with 16 or more units. There may be a local ordinance which requires a manager for 14 or more units. The cite is California Code of Regulations, Title 25, section 42.
