unfair owner

I have a owner that lacks repairs, and raises our rent, we ask her repeatly to fix our bathroom, kitchen, roof, basement...and it's been over 1 year that i have stayed in this house, now she avoids confrentation so she don't have to hear us, she mails us letters now..and i'm at the point were i can't take it anymore...so if you can please let me know what i can do, so she can fix the broke-down house or we don't have to pay. let me know please

You'll have to document and take pictures of everything that needs repairs. If the landlord fails to make the repairs, then you are entitled to make them yourself and deduct the cost from the rent. If the place needs extensive repairs, I'd call the Housing Commission or Dept. of Building and Safety for an evaluation and have those dept.s send your LL a repair notice. If the LL still does not fix the problem, you can take him/her to court for breach of contract. I would continue to pay the rent, though, to be safe. Good luck.
