Legal Question in Legal Ethics in California

living out of car

I have a neighbor whose daughte lives out of her van with her 5 children. They recentle added a kitten to their family. They have been kicked out of a neighboring campsite and stay quite frequentlt at our neighbor's apt. , which jeopardizes her section 8 status (she is allowed visitors 2 weeks out of a year). I wondering if living out of a vehicle is legal. The van is cluttered with garbage bags of clothe and old food containers (not very sanitary) anf the kids are not in school. Should I call child protective services? Is there need for concern?
