Professional Engineer License

I am a mechanical engineer and in October last year I attempted to get my PE license for the first time. After the exam, instead of a result letter, the Consumer Affairs sent me an information letter, that I am under investigation for cheating. It was an open book exam, but my husband was seated next to me. This is the second exam we take toghether. The previous one was in April 2006, we passed without any suspicion, under the same circumstances. Now they request a written declaration from me (and my husband separately) regarding my actions. This is the most important exam of my life, it took me hard work to prepare and I try to avoid taking it again. I need advice to put toghether a convincing statement, because I'm inocent and this hurts my professional image and my career.
