What is the next step after small claims if they do not pay.

I am assuming that you have prevailed, and obtained a judgment in your favor. The next step is to enforce that judgment by identifying and levying against the other party's assets. I suggest you visit your local public library which I guarantee you carries some do-it-yourself guide books on small claims. Enforcement is a bear. There're a lot of deadbeats out there.
