Legal Question in Medical Malpractice in California

In 2005 my sister was put on a cocktail of medication by her doctor, at this time the doctor had told her if she felt anything that. Didn't feel right to let him know right away.so my sister would tell him and explain that she had tingling in her legs and fingers,her doctor would brush it off and change her meds around and the samething everytime she would let him know about her side affects at one point I even said did you not hear her, her legs have tingling in them and he wouldn't say anything. So in november 2006 she was gettin out the bed to go use the restroom and she fell down,and she coukdnt get back on her feet she said she couldn't fell them so we rushed her to the hospital in that time her breathing was faint and they had to put her under and they found that one of the meds her doctor was giving her mad her nerves weak to the point it was nearly killing her. So she was in the hospital for 4 months after that she is still unable to walk because she has calsium build up in her legs she was trying physical therpy but that's stopped because she's on medi-cal. Does she have a case or is her limit up?

Her time limit expired a year after the 'malpractice' she is now claiming.
