This is a two part question first-Can you sue a hospital for causing severe dehydration and life threatening hospital infection.

two-Is it malpractice if a hospital allows a general practitioner care for an infant that is in respitory distress

This is the exception to the rule that 'anybody can sue anybody for anything'. You can not file a medical malpractice case without having a physician expert in that field prepared to testify that there was malpractice. Neither your opinion, nor mine, is of any value other than to express sympathy for your problems. You first step is to get the case reviewed by a medical expert for his opinion. You should consult with local experienced counsel to get a referral to such expert. These are NOT cases a layman can handle. If the attorney thinks there is a valid case here, he'll be happy to help you. If it were in SoCal, I'd be happy to do so.
