Legal Question in Medical Malpractice in California

My roommate went in the hospital with Covid. They intubated him for a short time until he took it out. Then he was having dialysis (never needed it before) and the technician wasn't paying attention and dropped his blood pressure down to 40/? The nurse assistant checked and he was non-responsive. However the technician was not relaying the info to the nurse because he was more concerned about fixing his mistake. Consequently he had a stroke and messed up his right side. As a result he is unable to walk. He is trying to recover now. I saw this happen and another person did as well. The technician even said he might have been doing it a little fast because it was on the setting for the last patient he did.
