what are the legal consequences for a psychotherapist to terminate a patient's therapy and engage in a romantic relationship following the ending(within days)?

The psychiatrist could and probably should lose his/her license. Engaging in a romatic relationship with a former patient is highly unethical as well as immoral. The psychiatrist occupies a unique position of trust and has the ability to exercise a substantial amount of control over the former patient, including the ability to manipulate the patient. If you are aware of such a situation you should report it to the appropriate authorities.
