Legal Question in Military Law in California

Military Housing

My husband is currently stationed over seas with the military. I was living with him but returned to the states due to a lack of medical care for our child. The return of dependents was approved by my husband's commander. At the time that we left the base overseas we were told that we would be provided with BAH (basic allowance for housing) money. Now that we have arrived in the states we are being denied any form of housing or housing money. I am living in a hotel with my toddler and keep getting different answers about why we are not getting the money. When my husband called home from Iraq (he was deployed recently) he told me that his commander guaranteed him that I have been getting the housing money. I have copies of all of my husband's pay stubs to show that there has been absolutely no housing money paid to us at all this year. How can I legally go about getting the money that we are entitled to?
