Legal Question in Personal Injury in California

dog injures dog liability

Bulldog being held on a leash by dog owner at a 'dog park' where my dachshund was off leash. Bulldog attacked suddenly and without provocation biting down on my dachshund's paw. Can I expect to recover 100% of reasonable vet fees? Leg broken. Surgical pinning required. Vets fees less than most in community. p.s. They were not fighting. Owners offered to pay half only!
