Legal Question in Personal Injury in California

A kid in my class grabbed my friend's neck. My friend wasn't hurt, but the kid wasn't punished. I'm very uncomfortable, because this person is in all my classes.

My mom says it's a stretch, but I'm afraid this person will start hurting other people, and worse. I'm not exactly on good terms with this person, so I'm kind of afraid.

Unless the person was hurt, it is unlikely much can be done. However, this should be reported to the principal and noted in his file in case he tries the same thing again at which time it is likely he will be reprimanded. At the minimum the child should be spoken to the advise him this behavior is not acceptable and any further such action will result in disciplinary action. If he has done it before, then he should be disciplined now.
