How long can someone wait to file A pain and suffering lawsuit?

In California, if the defendant is not a governmental entity, you have two years from the date of the occurrence to sue for bodily injuries resulting from the negligence of the defendant. If it was a government entity, you have 6 months from the date of occurrence to file a special government claim.

2 year statute of limitations on any personal injury and 6 months against any govt agency. There is no such thing as a 'pain and suffering' lawsuit. You sue on a provable injury cause of action, and seek recovery of damages, including general damages [sometimes improperly referred to as 'pain and suffering' ].
