Legal Question in Personal Injury in California

Owner or drivers responsibility

If I cannot get a hold of a person who caused property damage in an accident can I go after the person who owns the car instead? The driver didn't have his own insurance and I'm not sure if the owner of the vehicle has it either. Ultimately in an accident where the driver and owner are two different people who is the responsible party?

You can go after the car owner's insurance company for property damage.

Registered owner and driver are both responsible.
