Property damage by neighbor
Neighbor runs over you fence and refuses to allow workers to repair fence.

Neighbor is in violation of the law, and can be sued.

Take your neighbor to small claims court. He will not worry about the workers repairing the fence once he has to foot the bill. In any event, his conduct violates the law.
