Extortion? Safety?
My tenant moved out of my Los Angeles illegal garage conversion (I know our lease agreement isn�t legal). We attempted to reach a settlement for him to leave. Each time I offered, he demanded more and said if I didn�t, he would report my unit (I have emails). He finally agreed to $4000. When he left, he signed a liability release and receipt of payment.
My problem is a month ago he claimed his friend�s computer was stolen from the space and now expects me to replace it. He says my gardeners stole it. He's lying. He did make a generic police report and I have a copy. In one email to me he says he wants a PC computer to replace the one ''stolen,'' but then follows with an email asking for an Apple Laptop (more expensive). I checked the police report, an HP computer is listed. What can I do? I believe that if he doesn't get a new computer he will report my unit. Also, in his emails he overtly suggests I file a false claim to my insurance. Isn�t this extortion (both before and now)?
I am also concerned for my safety. He is a loose canon and on drugs. Can I file a restraining order based on emails? He is out there, almost schizophrenic and dissociative. Also, can I contact the police and file an extortion complaint? Thanks.

Of course you can file a complaint and seek a TRO if appropriate. You have nothing to lose but a little money. You might be able to diffuse the situation if you have an attorney contact the 'loose cannon' to convince him you will no longer pay his extortion.
