Legal Question in Real Estate Law in California

Hello,

I live in a small 8 unit townhome complex in California. One of the unit owners has not paid any association dues for almost two years totalling over $12,000 dues. About six months ago the association put a lien on his property so that we get paid first whenever his property exchanges hands. But recently we got a letter that the lien has been closed/cancelled because he has declared bankruptcy but he still owns the property making money from renting it out.

Small claims court is out of question because the limit is $7000 and for any firm to represent us charges 30% of that amount so we could potentially end up with miniscule part of the $12000 due. Can you please tell us what recourses and options we have inorder to recoup most of the money owed either now or at a later time?

There is no recourse if the lien was truly discharged in bankruptcy.
