Landlord Maintenance Requirements/Landscaping

Approx. 45 days ago, the apartment complex (approx. 14 units) in which my grandmother lives was sold. The buyer has not hired a maintenance person for the landscaped areas or any common areas. The grass has grown very high and the planters are filled with weeds. When the owner receives complaints from tenants, he assures them he is "working on it", however, nothing has been done. What, if anything is a tenant's recourse?

Contact the building department for the city in which the apartments are located. Report the condition to the code enforcement department. The conditions which you describe may constitute a code violation. If the condition violates any local code the city should enforce it.
