Legal Question in Real Estate Law in California

We are part of a 6 condo association, 1 owner is the head of the association and we agreed to monthly statues meetings. All members are required to pay $100 per month in fees and a set amount for fire insurance. For the past year the back yard has been in dis repair with weeds and dried grass everywhere. The member in charge has wasted money on half hearten attempts of yard repair and seemingly squandered the associations $ since the back yard has yet to be seeded with grass or anything. He did fix the front yard that happens to be next to his condo fully. Only bills the association has are electricity, water, yard maintenance and waste management. Recently we have been told my an other member of the association that 3 of the 6 members pay no dues to the association since there chummy with the head of it while we and 2 others still do and we were not informed of this arrangement by anyone. Calls child protective services on any family if they challenge his authority. Is there any legal recourse for us to take??? Sorry for the long winded post.

If a majority feel there is mismanagement, refer to your bylaws and assert member rights to replace the manager. If there is doubt about how to do this, or no bylaws, consult an attorney with considerable HOA experience.
