I am Thinking of buying some property that was sighned over on a piece of paper that both owners sighned releasing there intreasted in the property and the gental man I am talking to has been paying the the bills on the property (the bank, and all the utilitys0 from jan of this year. My ? would be is that a legal doc. and how would I go about getting the title

It is difficult to answer your question. What kind of "piece of paper" did the owners sign? Was it a deed of some sort? Who is the "gental man" you have been talking to? Does he own the property? Is he one of the people that signed the "piece of paper"?

Generally owners of real property can sign a deed transferring their interest to another person. However, any such transfer is subject to any liens on the property held by banks, creditors, etc. To fully answer your question, you will need to provide much more information.
