Legal Question in Sexual Harassment in California

Spotted and recorded my neighbor going through his tennants belongings (he rents a room to a young female student) picked up her underwear and was spelling it before putting it back. Is this not invasion of privacy? Surely it must be illegal in Calfornia? He is a retired Dr thinks of himself as a prominent figure of society in Berkeley, CA I never did like him now I know why. Not sure weather to allert his tennant or not.

Call your local police department. This assumes you did not violate his reasonable expectation of privacy when you recorded his actions (in other words you were in a place where you had a legal right to be).
