If a male employee who is mentally handicapped stares at a female employee who is dressing provocatively, is this sexual harassment?

Harassment is in the eye of the beholder, subject to reasonable interpretation. If the person's behavior is intrusive or offensive to the woman, she should request the employer remedy the situation. The employer must investigate and correct any problem behavior found.
