Legal Question in Social Security Law in California

Life Insurance Settlement

My sister is on SSI for her disability of blindness. She is in Section 8 housing and on a limited income having state benefits for her two youngest children. Her oldest son died in a motorcycle accident in July leaving her with 80,000.00 in Life/ADD insurance. Is there any way she can put this in trust accounts for her other three children to secure their future and not have to relocate or worry about loosing her benefits? I am very concerned, as she is distraught and doesn't know what to do.
