Lien on Property

I purchased a property in which we are residing in right now. Now that I would like to refinance a Lien on the property showed up in the prelim report against my husband SS#. My husband is not included in the loan and is NOT included in the title/Grand Deed either. The tax liability that is owed is my husbands tax liability and I was incurred before we got married. What form do I file to get the lien off the property?
