Chain reaction: least damaged

My brother was involved in a chain reaction accident on the freeway not too long ago. An armored trucked flipped over and landed on the front hood of the car in front of him; causing the armored truck to roll and hit two other cars and causing the car n front of my brother to come to a complete stop from the impact. My brother slowed down enough to barely rear end the car in front of him. Every car in the accident had to be towed except for his. Now their trying to make him liable for the accident. Is he really at fault? What can he do? Should he get an attorney also or should he let his insurance deal with it?

He should the accident to his insurance company and give them a statement as to how the accident occurred.
