Is the person in the back car in a rear- ender accident always at fault? A woman ahead of me changed her mind upon exiting a stop sign and hit her breaks ahead of me and I hit her.

The short answer is NO. If the person in the front car stops suddenly for no reason the accident could be the other driver's fault.
