can a person on summary probation for driving on a suspended license get a probation violation & a registration/no insurance ticket when driving a non-registerable, uninsurable 49cc mini motor bike?

You have to tell us what the terms of the probtion are, but it probably is that you are not allowed to drive a vehicle propelled by an engine--motorized vehicle--and which can travel, legally or not, on the streets. If that is the case, you driving the vehcile is against the intent and wording of your probation and you have violated it. The purpose of the probation is to keep the streets save sand you are going against that.

It is a violation, however any additional punishment should be able to be avoided.
