Legal Question in Wills and Trusts in California

I am the attorney-in-fact for my husband. Someone in our homeowners association who has a vendetta against me, has maliciously reported to Adult Protection that I was "financially abusing" my husband. APS found withdrawals I made (with my husbands knowledge and consent), and now the public guardian has blocked his bank accounts. There is no court action for conservatorship filed. I looked in the probate code and it shows that they can do this during investigation for 15 days, and the court may extend it after that. The 15 days ended but they extended the block on the accounts without a court order, (the bank honored the extention). None of our bills are being paid, checks returned and auto payments refused. We need something done. How can they do this without the court order?

What's an attorney in fact? Why don't you go to court and petition for a conservatorship?
