Can the Cash part of a trust be used to invest in the house portion without all trustees agreeing?

Depends on what powers were reserved to the trustee. If it is preventative maintenance, it is probably OK.

It also depends on what the trust says regarding whether all the trustees have to agree to an action or if only a majority can take action.
