Legal Question in Wills and Trusts in California

Does long term unemployment constitute a disability? My baby sister cared for my aging, ailing parents for 20+ years. My mother incurred Medi-Cal debt ( despite the fact she had Medicare, Secure Horizons and a Social Security check that sent to the facility....) that will ultimately force my sister out of the house she has always lived in. She hasnrked a traditional job for the 20 years she cared for my parents. SHe's looking now but the economic outlook is grim. Does long term unemployment constitute a diability for purposes of waiving a Medi-Cal debt and allowing her to stay in my parent's home?
